>> these are positive developments. >> sierra lamar's response to new evidence against the man accused of killing her. and a child struck by a car. what witnesses say happened. >> complete bay area news coverage starts right now. this is bay area news at 7:00. >> good evening, it's wednesday, november 14th. i'm gasia mikaelian. and this is bay area news after 7:00. we begin tonight with a toddler who was hit by a van after witnesses say that he darted out in the street. police sigh a 3-year-old boy ran on to lakeshore avenue. although witnesses say he appeared older. witnesses say that the van was not speeding and that woman behind the wheel stopped immediately and fully cooperated with the police.

>> california officially launched its cap and trade program today, auctioning permits for granny house gas emissions. the board allowed selling of allowances. under the program, businesses are required to pay premiums for levels of pollution that rise above limits set by the state. businesses can use credits to off set those people's.
